   I hope this is a sarcastic question.

   This is Pay for it Later with money you don’t have.

   Pay As You Go… implies you have the money now… and at the point that the service is rendered… you reach into your pocket and PAY for it.

   Obama reaches into our children and grand-children’s pocket. How he can do that with a straight face and with a clear conscience - Baffles me.
