Im considering either the business and global relations side dealing with the agreements, and sale of resources, or the development on renewable resources and finding ways to be less dependent on other countries for resources. Or would I make more money and be more likely to be hired if I had a bachelors in Mechanical, or Civil engineering? By the way I would be Graduating five years from now in Ireland.

You might be able to, but it depends on who would hire you. If Ireland’s government puts a lot of stock into renewable energy you might be able to get hired on there, which would give you a good salary and benefits. But the problem is there may not be many other options for you, and you would not be able to teach with just a Bachelors degree. So look around at the situation, but in general engineering is much more sure fire thing, though here in America they are being laid off at high rates like everyone else.
