She loves crafts, so if you could, please include craft ideas in your answers (like what you need and what to do). She can’t sell it in her school. So maybe sell them on eBay along with selling them in the neighborhood?

Reality is selling home made items by a child is not profitable.
Highly rated Artisans have difficulty making a profit. Tell the kid to ask neighbors if the need chores done.

since she had a talent this could be helpful. Selling those items on eBay is a good idea as well as selling them in the neighborhood. She also can find a craft shop and try to sell them. Go to the library then try to made different craft

"Not I" is correct. Most adult crafters can’t make money on their crafts. Etsy and eBay are full of people who are trying to sell their crafts…and in most cases, failing. And how would she sell crafts in the neighborhood? Going door-to-door, offering them? That’s neither safe nor effective.
The sad truth is that most of us can’t make money on things that we love to do, we have to make money by doing stuff we don’t like to do.
Best bet is to do odd jobs, babysit, and things like that.
