If you can run 5K in sub-16, you might be competitive, but sub-20 won’t even put you in the top three in most races.
There are professional runners who travel and enter only cash-prize races. They generally hail from sub-Saharan Africa or Eastern Europe. I can’t say they make a living running, but they can earn some cash, and the elite runners might even get sponsors.
I have a friend who is a ranked runner (he just turned 40, which now puts him in the Masters category) — he just set a 5K course record at 16:08. He and his wife (also a ranked runner) own a chain of running stores. So, I guess you could say they make money by running.
