Are they on the same pay range? I have always heard that special ed. teachers make more? How true is this?

This is not usually true. School districts (at least, I know for sure in NY State where I live and work) pay all teachers on the same scale. There are "steps" based on experience, and "lanes" based on education. You get more if you have a Master's rather than a Bachelor's, and more still if you have additional credits.
But, all teachers, whether they are special ed, English teachers, or gym teachers, get the same based on where they are on the pay scale and are all covered under the same contract.
Edit: You will have an easier time getting a special ed. job, though. There are far more openings for that.

That could be true. Special ed teachers have more difficulty with children.

In most districts, all teachers are on the same salary schedule. Salaries increase based on years of experience and education units. In a few places, districts have had such a difficult time attracting teachers with particular credentials (math, science, special education) that they have offered signing bonuses, but the teachers are on the same salary schedule.
